Dog with skin allergies

I have owned my dog for 2 years and he has had skin allergy issues since day one. I have changed dog foods, tried steroids, put a cone on his head to stop him from biting, and licking and scratching his paws, and any skin not covered in hair on his body. From licking and scratching so much he develops hot spots. I have been applying a thin coat of the 'Animal Scents' and he is still red however he isn't licking scratching, or biting nearly as much. It has been three weeks and he seems to be happier.
